200KB is the size that is a floor and a ceiling at once

This makes 200 KB different from every other target on this site, and it is worth checking which one your form means before you do anything. Plenty of portals use 200 KB as a maximum, particularly for photographs: NEET accepts photos from 10 KB up to 200 KB, and UPSC caps many certificate uploads at around the same figure. Others use it as a minimum for scanned documents, on the reasoning that a genuine multi-page scan will comfortably exceed it.

So read the instruction carefully. “Should not exceed 200 KB” and “must be at least 200 KB” are one word apart and want opposite tools. If yours is a maximum, you want Compress PDF, not this page. If it is a minimum, or a range like 200 KB to 500 KB and your file sits below it, you are in the right place.

When a range is specified, aim near the bottom of it

Ranges are common at this size: 200 KB to 300 KB, or 200 KB to 1 MB. It is tempting to land in the middle for safety, but the better target is just above the floor. The reason is that some portals re-encode or re-wrap what you send, and that step can change the byte count slightly in either direction. A file at 210 KB has room to move without crossing either boundary. A file at 290 KB in a 200 to 300 KB range has almost none at the top.

Why your file came in under 200KB

Almost always because it was produced digitally rather than scanned. Exports from Word and Google Docs, statements downloaded from a bank, certificates generated by a university or government portal, and anything printed to PDF are all stored as text and vector instructions. That is extremely compact, which is why a five-page document can be 90 KB while a single photographed page is 400 KB.

It is worth being clear about what this means: your file is not deficient. It is cleaner and sharper than the scan the rule was written for. The check is a proxy for “did you actually upload a real document” and it is a poor one, but it is the check you have to pass.
