Read this before padding to 2MB

Of all the sizes on this site, this is the one where most people arrive wanting the opposite tool. 2 MB is overwhelmingly used as a maximum: it is the standard attachment ceiling on job application portals, university submissions, e-filing systems and a great many contact forms. Minimums of 2 MB exist but are genuinely rare.

So if your file is too big and 2 MB is the limit you have to get under, you want Compress PDF, which has a target-size mode where you name 2 MB and it lands at or below it. This page will not help you, and the tool above will tell you as much if you try.

Carry on here only if your form genuinely says “at least 2 MB” or gives a range like 2 MB to 5 MB and your file sits underneath it.

When a 2MB floor is real

It does happen, in a narrow set of contexts: high-resolution scan requirements for archival or legal submission, some land and property record systems, and occasional tender portals where the rule exists to force a proper scan rather than a photographed phone snap. In those cases the intent is explicitly about image quality, and that is worth taking seriously.

Padding satisfies the number but not the intent. If a registry wants a 2 MB scan because it needs a legible high-resolution image of a deed, a padded 200 KB file is a rejection waiting to happen at the human stage. The right fix there is to rescan at a higher DPI, not to inflate the file. Padding is appropriate when the rule is an arbitrary floor applied to a document that is already complete and legible.

What to expect at this size

Padding to 2 MB is still fast, because the work is not proportional to the target in any meaningful way. What does change is the upload afterwards: a 2 MB file over a slow mobile connection takes noticeably longer than a 200 KB one, and portals that time out during upload are a common source of failed submissions. If you have a choice of target within an accepted range, the bottom of the range is the practical pick.
