A 500KB floor usually means a document set, not one page

By the time a portal is asking for half a megabyte as a minimum, it is rarely talking about a single certificate. This figure turns up around loan and visa applications, tender submissions, and property or employment paperwork, where the field expects a bundle: several pages scanned together, or a form plus its annexures.

That changes the useful advice. At 100 KB the question is almost always “why is my clean digital file so small”. At 500 KB it is worth asking first whether you have actually uploaded everything the field wanted. So check the page count against what was asked for. If it is right and the file is simply compact because it was generated rather than scanned, padding is exactly the correct fix and this tool will do it.

Where padding stops being the answer

There is an honest limit to this approach, and 500 KB is roughly where it starts to show. Padding adds inert bytes; it does not add content. If a portal is checking size as a rough proxy for completeness, a padded file satisfies the automated check while a reviewer opening it sees a two-page document where ten were expected.
