About this tool
Two opposite jobs, one phrase
“Resize a PDF in KB” is used to mean both making a file smaller and making it bigger, and which one someone needs depends entirely on which side of a rule their file has landed on. That is why this page leads with the question instead of assuming.
Going down is compression: the file is genuinely rebuilt, images are re-encoded at a lower quality, and the result is a smaller document that looks very slightly softer if you push it hard. Going up is padding: nothing about the document changes at all, and inert bytes are added alongside it. The two are not mirror images, and it is worth knowing which one is happening to your file.
Why exact sizes matter at all
Almost everyone who needs this is filling in a form that states a range. Indian application portals are the most demanding about it: a photograph between 20 KB and 50 KB, a signature between 10 KB and 20 KB, a certificate between 50 KB and 300 KB. The upload is checked automatically and rejected on the number alone, with an error message that rarely explains which end of the range you missed.
Both of the tools here let you name the figure rather than drag a quality slider and hope. That is the difference between one attempt and six.
The kilobyte problem, in both directions
A kilobyte is 1,000 bytes to some systems and 1,024 to others, and this catches people at both ends. Padding to a minimum, a file built to 100,000 bytes shows as 97.6 KB and can be rejected as too small. Compressing to a maximum, a file that your computer calls 199 KB may be read as 203.8 KB by a portal using the other convention, and rejected as too big.
The safety margin on the padding tool handles the first case. For the second, aim a little under your limit rather than exactly at it: if the cap is 200 KB, target 190 KB.
Common target sizes

Frequently asked questions
Can one tool do both directions?
No, because they are different operations. Compression rebuilds the document; padding leaves it untouched and adds bytes beside it. Combining them into one control would hide which is happening to your file.
Does compressing then padding get me to an exact size?
It can, and it is occasionally the right move for a tight range. Compress well below the floor first, then pad up to where you want to land.
Why does my file size look different on my phone and the portal?
The 1,000 versus 1,024 byte definition again. Leave a little headroom at whichever end you are close to and it stops mattering.
Will resizing affect the text in my PDF?
Padding never does. Compression leaves text sharp too, since text is stored as instructions rather than pixels. Only images are affected, and only when you compress hard.
Is my file uploaded to a server?
